Liability Without Borders: Who Pays When Open Finance Breaks?

Biography

Todd Taylor is at Moore & Van Allen, where he is a key member of the firm's Commercial & Technology Transactions and Privacy & Data Security practices. His work sits at the intersection of financial services regulation, technology law, and data security — with particular depth in the regulatory frameworks governing open finance: OCC, FDIC, Federal Reserve, GLBA, Reg E, and Section 1033.

Todd brings nearly thirty years of financial services legal experience. Before joining Moore & Van Allen in 2011, he spent six years as Assistant General Counsel at Bank of America, advising its Supply Chain, Technology and Operations, and Global Information Security divisions. Earlier in his career he practised at Womble Carlyle across venture capital, technology licensing, and M&A, working extensively with financial institutions and technology companies.
