Raquel Look is a Senior Manager in Deloitte & Touche LLP’s Banking & Digital Assets practice, where she advises banks, FinTechs, and custodians on digital asset strategy, stablecoin issuance, and tokenized deposit infrastructure. She partners with C-suite executives and boards on OCC licensing, risk and control frameworks, and operational readiness for financial institutions entering the digital asset ecosystem. Her work includes an operating playbook for bank consortia entering digital asset networks, advising on the Regulated Liability Network proof of concept, and co-leading a roundtable and whitepaper on digital cash in securities settlement.

Raquel has co-authored several Deloitte Center for Regulatory Strategy publications on digital assets. Previously, she led operational risk at a New York commercial bank with more than $87 billion in assets and helped secure regulatory non-objection for its digital payments platform. She holds a BS from Cornell, with executive education from Wharton and MIT Sloan.
