Cleveland Brown’s career began on the financial side of payments and technology while he worked at Union Bank of California in 1992. At this time, the bank used 4.5” high-density floppy disks to install and test the first at-home banking platforms, a process that would ultimately enable automated bill payment through dial-up modems. After graduating from UCLA in 1997, Cleveland shifted focus to the entrepreneurial side of payments and technology, starting one of the first eCommerce platforms integrated into the K-12 public education system. After successfully implementing the platform throughout large school districts in the U.S., including LAUSD, Cleveland shifted his focus to global payments. Cleveland traveled abroad to consult at the government level, working with Prime Ministers, Ministers of Finance and Managing Directors of different financial institutions to understand how ecommerce was integrated into economic policy. Through this effort, he was able to build technologies that could be used by consumers, merchants, and financial institutions to successfully enable global transaction processing.
In 2008, Cleveland formed Payscout Ltd. International as an ecommerce payment gateway solution to banks abroad. Cleveland then founded Payscout Inc. with Manpreet Singh in 2011, utilizing a payments model that blended domestic and global ecommerce merchant payment solutions with over-the-counter retail and restaurant point-of-sale (POS) products. Today, Payscout is a full-service global payment processing provider that covers six continents, serves all merchant risk verticals, and gives businesses instant access to 100+ countries, billions of consumers, and trillions of dollars. Cleveland serves as the Chair of the Electronic Transactions Association (ETA) Payment Sales and Strategy Committee and International Committee. He also serves on the Board of Advisors for Commercial Bank of California and is a board member for University of California Los Angeles School of Economics. Regarded as a discerning thought leader, on behalf of Payscout, Cleveland has been sought out to contribute to notable projects including the 2015 white paper on creating wealth, and recent articles in mainstream media publications such as The Economist, Wired, Consumer’s Digest, and Inc. magazine.
Under Cleveland’s leadership, Payscout has been recognized by as one of America's fastest-growing, privately-held companies for three consecutive years, ranking #2,416 in 2014, #434 in 2015, and #383 in 2016. In 2015, Payscout was also honored by the San Fernando Valley Business Journal as the region’s #1 fastest growing private company and the Los Angeles Business Journal as the #2 fastest growing company in all of Los Angeles County. In 2017, Payscout ranked #17 on 's Top Company Cultures list for medium-sized companies. Outside of Payscout, Cleveland is an Executive Producer at Film Antics and has six short films and a feature film in his portfolio. In 2016, Film Antics and Payscout collaborated to create a virtual reality (VR) commerce solution that enables the purchasing of an embedded product within a VR short film. In addition, Cleveland participates in youth sports programs which allows him to give back to the community by coaching young children in basketball, football, and little league baseball.
